Yes, they are, but it's taken a while.
Back in 2015, there were claims that the circadian lighting market would be a multi-billion dollar market by 2022. Confusion about the science was the major cause of delay.
Today, with three published guidelines informing us about the quality of light and the timing schedule required to deliver the health results, we are finally seeing traction.

Today, people indoors are not receiving the "bright days" and "dim night" signals that are needed to keep us alert and healthy.
The signal is needed to synchronize (entrain) our circadian rhythm (an average of 24.2 hours) to the earth's rotation (slightly faster at 24.0 hours).
Over time, our sleep quality degrades and so does our alertness and our health.
This was not the case before the 1970s. Why? During the energy crisis we learned that — to avoid borrowing money from China to pay the Middle East for fossil fuels — we could turn our attention to saving energy.
On analysis, buildings used a large amount of energy (35–40%). HVAC and lighting were the largest components. HVAC was tough, so we focused on lighting.
At the time, Illumination Engineering Society (IES) recommended 1000 lumens indoors. Over the years we lowered the amount of recommended lumens, and lighting technology advanced. Where energy usage used to be over 1 watt per square foot, we've now achieved about 0.4 watts per square foot.
Today IES recommends 350–500 lumens indoors. We've since learned that this is not enough.
It turns out that simply controlling lighting indoors can correct for this.
